When a deposit is disputed, a certificate lapses or a repair drags on, what counts is what you can show, and when you recorded it.

Deposit disputes are decided on evidence

An adjudicator can only go on what’s in front of them. Usually that means the landlord or agent has to show the condition at check-in, the condition at check-out, and why the difference is more than fair wear and tear. Vague notes and undated photos make that hard.

Compliance has a lot of moving parts

Gas Safety every year, electrical checks every few years, deposits protected within tight time limits, the right documents served at the right time. The rules differ across England, Wales, Scotland and Northern Ireland, and they keep changing.

A photo on its own proves very little

The date and location on an ordinary photo can be changed in seconds with free software, and convincing images can now be generated from a sentence. Anyone on the other side of a dispute knows it.

Sealed evidence

What a seal records.

Every photo, video, recording, scan and inspection report gets a certificate. The fingerprint and the timestamp are cryptographic, and anyone can check them.

No app, no account, no need to trust us.

Every certificate PDF carries a QR code that opens witnessed.uk/verify. The check runs in the browser, so the file isn’t uploaded anywhere.

  1. Drop in the original file and its timestamp token from the evidence pack.
  2. The fingerprint is recalculated from the file’s exact bytes.
  3. The authority’s signature is checked against the token. Standard tools like OpenSSL work too.

SHA-256 fingerprint

A fingerprint of the exact file

Each file is run through a one-way function that produces a 64-character fingerprint. Alter a single pixel and the fingerprint changes completely. It reveals nothing about the picture and can’t be turned back into it.

RFC 3161 timestamp

A clock that isn’t yours

The fingerprint is sent to an independent timestamp authority, which signs it together with the time. DigiCert is tried first, with Sectigo and FreeTSA as fallbacks. RFC 3161 is a long-established international standard, the same kind of timestamp used on signed software and signed PDFs.

Context, recorded honestly

Your phone records when, on what device and, if you allow it, where each capture was made. That context sits alongside the certificate for reference; the authority’s signature covers the fingerprint and the time. Photos imported from your library are labelled as imported.

Your records stay yours

Properties, inspections and evidence are stored on your iPhone or iPad. iCloud backup is optional and goes to your own private iCloud. The only thing sent for sealing is the fingerprint, never the file.

Checking a certificate doesn’t depend on Witnessed staying in business: the file, its token and standard tools are enough. Witnessed gives you a record of what you captured and when. It isn’t legal advice, and how evidence is weighed is always up to the adjudicator or court.

Before you start.

Do I need an account?

No. There’s no sign-up, no password and no email address to hand over. Everything is stored on your device, with optional backup to your own private iCloud.

What counts as one certificate?

One sealed photo, video, audio recording or document scan is one certificate. A whole inspection is also one: every photo in it plus the sealed report. It’s counted when you start the inspection.

Will a deposit scheme, insurer or court accept it?

No app can promise that, and we won’t. What Witnessed gives you is dated, detailed evidence where any change to a sealed file can be detected by anyone who checks it.

How evidence is weighed is always up to the adjudicator or court, and nothing on this site is legal advice.

Does the compliance guidance cover Scotland, Wales and Northern Ireland?

The certificate types, suggested expiry dates and deadlines are general guidance, and many of them follow the rules in England. Requirements differ across the UK and change over time, so check what applies to your property and adjust dates to match. Every date can be edited.

Does it work without a signal?

Yes. You can inspect and capture offline. Items wait as pending and are timestamped automatically once you’re back online.

Can someone check a certificate without the app?

Yes. Send them the evidence pack. They can drop the original file and its timestamp token into witnessed.uk/verify, which runs in their browser and uploads nothing, or use standard tools such as OpenSSL.
